Summary: Fairly cheap starter setup that's good for trying out bass
Comment: The Kramer Focus 420S Bass Rig is a good starter kit for adults and older teenagers who are interested in discovering if the bass is for them or not.

As a full-size bass, fingering the upper frets may be difficult for people with small hands and younger teenagers, so I would recommend against getting this sight-unseen. At the very least, go to a guitar store and check out similarly sized basses to find out what's right for you.

Finally, the bass and the amp that comes with it are both pretty cheap. You get what you pay for, after all. One of the pickups on mine died after a few months, and the amp is only functional to the degree that it will make a bass loud enough for you to hear while practicing.

Verdict? Pick something similar to this up to figure out if you want to play bass, then make a larger investment in something tailored specifically to you.
